MCE text file produced... file muddle??

Hi every so often my machine/MCE produces a text file in a folder with a muddled name eg:

1e20d38b74046662623bb7431f46fe

in this folder is a text file with:

etc for a while.

Now is this MCE logging what it is doing and storing in case of major f*ckup or is this something else.

My main question is is it necessary?
If so is there a way that i can specify where it is put so I dont have so many of these files in my D: drive.
If it is not necessary then I can I get rid of it?
