Yep, we had a few issues with the installer.
Go to http://www.gistv.ca/mce.aspx and grab the V1.0.0.8 install.
It should correct the problem.

Hello again.
No tried installing mceGISTV_1.0.0.8 .This gave another error on installation.
I have tried running the installation as administrator and with UAC disabled, the program still would not install. I am running Vista home premium SP1 and have ms net framework 3.5 installed. Please find attatched the pic of error.
