What's 'Settings' in MCE Customizer

I installed MCE Customizer and was wondering what 'Settings' oes.. I can change the skin on that screen to 'Longhorn' or 'SomethingPC' but I though it must change the skin on the menu screen and other screens but it doesn't. What is the purpose of 'Settings'
