I have been having problems with my vista machine. I first noticed it with video playback, but it encompasses anything that is on the display (eg menus, web browsing)
It looks like frames are being dropped (it is easy to notice during panning/zooming motions in videos, or things like scrolling down a web page)
Vista is fully updated (SP1) and I have installed the latest nvidia driver, but no luck.
I have seen this when the hardware is faulty. It may be that your video card is on the way out (hope its not the case for you).
As it seems you have checked off the software side of things, I would pull the card out, clean up any fans running on it, clean out the video card slot and resit the card and restart. See if that returns the same results.
Could also try rolling back to an older version of the video drivers you are running incase it is driver related.

I have just reinstalled vista and the only other thing I have loaded is the free epg. other then the pre installed software:
PowerDVD7
and the Asus easy updater, wireless controller, etc
I am running the DVI into an asus VW193T LCD monitor
and the S-video into a panasonic CRT TV (about 5yo)
The problem persists with both monitors
Previously the video was fine until i reinstalled vista.
I will have another look at the video driver, but I cant remove the card as this will void the waranty, Grrr
As you're running in to trouble with menus & web browsing, etc. I wouldn't worry about playing with video codecs at the moment as they're not the (main) issue.
So, what could've changed with the reinstall? If your hard drives are connected using AHCI, then there are Intel drivers that need to be installed for that for better performance. Are all other drivers installed?
It's not a great test, but what level is the Windows Experience Index at?

I think the problem is my old CRT tv (it sems to have trouble when there is a lot of white on screen). on closer inspection the LCD monitor does not have the same problem, ti probably semed like it when i looked at them next to eachother. sorry for the wild goose chase, i feel like a fool.
so to resolve the problem i will need to convince my wife we need to buy a new HDTV. probably not as easy as solving all my vista problems
