De-Interlacing software

For a newbie, can anyone please explain whether separate software for de-interlacing is required for watching TV or DVD's via an HTPC, or is this just for watching TV on a PC screen.

What programs, if any, are required in addition to the TV and video card drivers. Is D-Scaler one of these, or are others better?

Generally no software required as your CODECs will handle this. For example ATI has AVIVO with it's own codecs for deInt. Media Center has it's own codecs that perform deinterlacing.

Nvidia users can opt to use PureVideo software for MCE and adjust settings, similar to that of AVIVO.
