Basically MCE menus and picture do not fit on the screen - they go off the sides
First of all I will start by saying - something has changed !! I say that because I hate users that I support who swear blind that they havent touched anything but 'it' just suddenly stopped working. Its just that I dont know what. It all used to work beautifully but now I cant figure it out !!! I have not knowingly changed anything but my wife and children like to randomly press buttons so who knows what happens when I am at work !!

I have tried to tweak everything I can to no avail. I have always had issues with the actual desktop but since I do not use it as a 'PC' as such I have no issues with the desk top not fitting. However MCE ALWAYS used to fit perfectly and now it doesnt.
I appreciate the vaguness of my ramblings but I can not describe the situation any better.
Yes its the kind of thing you do once then forget about. The option moves the bars down/up so they appear within the screen, however having read your original post again I'm not sure that is your problem as you are also saying the picture is off to one side.
I'm using Nvidia driver 162.22
Inside the Nvidia control panel there is an option to resize the screen.
In fact there are heaps of options you can play with.
What driver version are you using ?
It sounds like your TV is not a recent model.
When I was setting up my Samsung M81 TV, I also lost the edges of my desktop.
I thought the obvious setting for the picture would be 16:9 but I found another option called "Just Scan", I believe this then displays what ever scale my graphics card is set to.
I solved it by using set up wizard with my video card software. There was an option of preview all possible screen definitions, and then there is an option for re-sizing it. I just right click on the desktop and select Nview properties.
