Post Capture News Snippet from DVR-MS

Hello conversion experts

I am looking (ultimately) for a program that enables me to open a DVR-MS file, set a start and stop point for the capture region, cut the news item out, and save it as an MPEG.

Does such a program even exist?

If not, can someone recommend the easiest solution so I can get this sorted. I'm tired of trying applications that simply don't work on vista, hang, loose sound, don't encode video correctly, etc, etc, etc.

I have read the sticky threads but I don't have the required applications. As this will probably be a one-off, I don't want to waste too much time trying to get it sorted.
