DTV1000 T - NO channels found during setup ***Fixed***

Hey all , troubles with a fresh install of MCE and channel scanning on a Leadtek DTV1000 T

first up - No I don't have an image of a working install and yes that was very stupid of me. Now that we have that out of the way......

I'm currently reinstalling from scratch to get that fresh MCE feel and fix a few minor issues. I have done this many times before with no major hassels. This time MCE will not detect any channels during the scanning for services. I have been trying all week, with three clean installs (or is it 4 ?? ) always the same result - NO CHANNELS FOUND.
The cards work fine with Winfast PVR, all channels found and playback no problem.
I have tried with early versions of the leadtek drivers and different video decoders (nvidia and powerdvd ).
I have plugged it into different antenna sockets- signal strength is usually not a problem .
I have tested the cards by themselves, same results.
I tried setting up without the guide (I use IceTV)
They were working fine before the reinstall.

Any ideas would be greatly appreciated as I am rapidly losing WAF points.

System specs.

XP2400+
Soltek Nforce 2 m/b SL-75FRN2
6600gt 128mb
1 gb RAM (kingston)
Pioneer ao5 DVD-R/RW
40gb IDE hdd (system)
250gd x 2 Sata hdd (storage) Raid 0
PCI raid card for ^
Linksys Gigabit nic
Leadtek DTV1000 T x 2
MCE 2005
PowerDVD 7
ICEguide

Driver Versions:
Fully patched and updated MCE 2005
chipset = nforce 5.10
DTV1000 T tuner cards = CX23880.4.0.112.3223
video = forceware 169.21
Powerdvd 7.3 Ultra (also tried using nvidia decoders )

I have a 1000s and I get everything but SBS and ABC, in the winfast software i get SBS but no ABC. but there the best two channels on my set top box. I am just using the winfast codecs if that helps.

Problem Fixed.

After a few more installs , I have the winning combo.
Tuner drivers from December 06. (I think this is the critical part )
Scan for channels before updates - it didn't find them all at this stage - nothing new there.
do all the updating
redo the TV setup, with a fresh scanning of channels, not all found on first scan, many scans latter all channels found.

I now have an image of the working install.
