Capture card - which is best?

Hi all!

I hope you don't mind these newbie questions, but I am trying to find the best capture card or tuner for my application.

Here is what I will be using it for:

1.) Occasionally transferring old VHS tapes onto DVD's (VCR output is composite)
2.) Record foxtel through SVIDEO input (or a better quality input from Foxtel Digital IQ if possible) either to DVD or DiVX/Xvid AVI files.

Cost is not an issue, and it doesn't matter to me whether it is external, internal, USB, firewire, PCI, PCI-E etc.

Any suggestions or advice would be greatly appreciated.
