MCE not scanning channels

I just rebuilt a new iteration of my HTPC over the last day or two, got everything installed, then put in the following tv tuners:

Leadtek DTV1000T
Fusion DVB-T Plus

Installed latest drivers and software for both cards. The leadtek ones were a bit tricky to find, but through a few forum posts here and there found the current ones.

Both cards happily display all channels with excellent signal and zero stuttering in their own applications (FusionHDTV for the fusion and Winfast PVR2 for the leadtek).

Going into MCE to try and setup the channels, a channel scan in MCE does one of two things:
-Instantly hits 100%, no services found
-Takes around 20mins to hit 100%, no services found.

I've tried running the cards one at a time on their own, same behaviour.

I even got completely jack of the whole thing, reformatted, and reinstalled and only installed 1 card before trying MCE (the leadtek) and got the same behaviour.

Only thing I have left to try is formatting and only installing the dvico, but im reticent to completely format again.

So please, if there is anyone out there that has even a vague idea of what is going on with media center, please tell me, before $2000 of hardware goes over the balcony...
