For me, it worked with either Cable or Sat - both assume you have a Set Top Box which allows you to set up a IR Blaster.
I've had it working on both S-Video and Composite, although I discovered the SCART to S-Video converter plug I used caused problems with high white scenes (the whole picture would start to shudder and I'd lose audio - if you see this problem once you get it working, it'll be the converter). As such I've gone back to Composite, and just never saw the need to buy a different brand of converter.
The HVR-1300 is what's called a Hybrid card - it has a single tuner on it, which can be *either* analog or digital, not both at the same time. As such, you need to tell Windows how you want to use it. For the record, FM radio uses the tuner as an analog tuner.
In theory, following Wixkidder's procedure, you should be able to set up DTV on Card 2, export the Tuners from the registry, then set up Analog TV on Card 1 (this actually blows away VMC's knowledge of the DTV, which is why you need to re-import the tuners once you've finished the Analog setup).
For my HVR-1300, after I told VMC I was setting up an Analog signal, VMC checked on all my Composite and S-Video connectors for a signal, and showed me the working input signal in a small window.
When I first set it up, I was using S-Video, and the picture was all grey and had lines through it - I fixed that by going into the System menu on the Foxtel STB and changed the output to S-Video (maybe you need to look in there yourself and try changing some of the outputs).
I'm not sure why you're not picking up the picture - possibly because you have 2 of the same type of card, and it thinks both are planned to be used for DTV..
