Memory is probably the most important thing here, Vista really struggles with less than 1 Gig (although I have run a laptop with 512 Meg and it was-just about-usable), but ideally 2 Gig is a much better amount. I guess you are upgrading a PC just to use the media center parts so you don't actually need a very powerful processor, I am running a 3 GHz P4 with Vista and the speed is just fine.
One thing to remember is that the PC
will be a bit slower with Vista than XP, there is simply more happening. For media center, the graphics card is probably the most important component-check you can get Vista drivers for whatever you are using.
