NSA & Microsoft Worked Together On Vista Security

Microsoft has confirmed and elaborated on the role the National Security Agency played in helping secure the Vista operating system. The U.S. agency best known for eavesdropping on telephone calls had a hand in the development of Microsoft’s Vista operating system Microsoft confirmed last Tuesday following a report by the Washington Post.

The National Security Agency (NSA) stepped in to help Microsoft develop a configuration of its next-generation operating system that would meet U.S. Department of Defense (DoD) requirements, said NSA spokesman Ken White.

This is not the first time the secretive agency has been brought in to consult private industry on operating system security, White said, but it is the first time the NSA has worked with a vendor prior to the release of an operating system. By getting involved early in the process, the NSA helped Microsoft ensure that it was delivering a product that was both secure and compatible with existing government software, he said.

"This allows us to ensure that the off-the-shelf security configuration that the DoD customer receives is at a level that meets our standards," White said. "It just makes a lot more sense to be involved up front than it does to have the tail wag the dog." The NSA has provided guidance on how best to secure Microsoft’s Windows XP and Windows 2000 operating systems in the past. The agency is also credited with reviewing the Vista Security Guide published on Microsoft’s website.

Microsoft declined to allow its executives to be interviewed for this story. But in a statement, the company said it asked a number of entities and government agencies to review Vista, including the NSA, the North Atlantic Treaty Organization (NATO), and the National Institute of Standards and Technology (NIST).

Still, the NSA’s involvement in Vista raises red flags for some. "There could be some good reason for concern," said Marc Rotenberg, executive director of the Electronic Privacy Information Center (EPIC). "Some bells are going to go off when the government’s spy agency is working with the private sector’s top developer of operating systems."

Part of this concern may stem from the NSA’s reported historical interest in gaining "backdoor" access to encrypted data produced by products from U.S. computer companies like Microsoft. In 1999, U.S. Congressman Curt Weldon said that "high-level deal-making on access to encrypted data had taken place between the NSA and IBM and Microsoft," according to EPIC’s website.

With Vista expected to eventually power the majority of the world’s personal computers, it would be tempting for the government agency to push for a way to gain access to data on these systems, privacy advocates say. The NSA provided guidance on Vista’s security configuration, but it did not open any back doors to Windows, White said. "This is not the development of code here. This is the assisting in the development of a security configuration," he said.

While the NSA is best known for its surveillance activities, the work with Microsoft is being done in accordance with the NSA’s second mandate: to protect the nation’s information system, White said. "This is the other half of the NSA mission that you never hear much about," he said. "All you ever hear about is foreign signal intelligence. The other half is information assurance."

Man this is funny, what pupose would the NSA have dealing with MS on security if not to have a "back door" into peoples machines.....NONE. Furthermore didn't MS publicly deny government involvement on its security measures just about a year ago?

I hope this is nothing more than M$ "consulting" to try and gain DoD as a major customer by addressing some of their paranoid "needs". The sad part is is likely to have created layers of complexity that remain long after the rest of the world have switched off the features.

I doubt there would be spying mecanisms in Vista... they'd be found within a week of launch and Microsoft would loose billions in vista sales. Think about it people.

And who cares anyway... so they asked security experts for input? Isn't this good?

Ah yes, but if MS have it their way it may become illegal to turn those features off.
High level US governemt agencies do NOT use MS software as its far too insecure and full of "unknown" of proprietry code, a lot of what they do use is unix/linux based or custom OS environments. The NSA would definately not be talking to MS as a client.

Take this scenario, imagine that Vista reports tampering of HDCP, terrorist keywords in email, or even tampered signed drivers to the NSA. MS could theoretically say its an implementation of the DMCA and no court would have the power to challenge it.

Almost all of the items I mentioned above are now under the DMCA fedaral offences that carry jail time. (specifically, backwards engineering and anti piracy circumvention are now illegal under US federal - FBI AND international - NSA jurisdiction)

I'll say it again government should just P I S S off out of private enterprise.

I tell my kids not to kick the cat. Do you think I assume they don't or do I go watch them kick the cat, then yell at them?

You can only catch if you can see and I can't see the NSA blinding themselves in this terror paranoid environment.

There will be so many back doors left open in Vista that NO-ONE will need the Windows any more.

I disagree ExtremePC, there is no-way any company would try and get away with **** like that. What would they get out of it? Golfing days with the NSA executives?

...and the NSA isn't concerned with HDCP, that would be the RIAA and friends. And as for signed drivers... Microsoft has reasons for not wanting those tampered with (it'll cause crashes and they'll get blamed) - so they should monitor for that.

What frightens me the most is that pretty much any and all discussion about Vista Worldwide seems to center around all the deals MS has been doing in the background with all the industries and Governments regarding what their OS can and cannot do.

I'm sorry. But last time I looked WE were the users of the OS.

Seems to me that 4 years has been spent deciding how and to what extent we should be stripped of our rights and about the last 12 months was spent writing the code.

No wonder 90% of the proposed feature list of Vista got chopped given they had to deal with the RIAA and the NSA at the same time.

You really have to wonder what you'd be buying...
