A friend of mine said that 8 is a Chinese lucky number and that 08-08-08 was chosen for the Olympic opening ceremonies because of that, but I do not know if that's true or not. Sounds a bit sus.

I believe it to be true. As I understand it the number 8 is considered a lucky number in many Asian cultures. I have been told its because it has no true end (ie you can follow the figure around and around forever - in which case is 0 lucky too?)
I ran into this when I worked for a company with an Asian CEO who was very insistent that the 1800 number we used had as many 8's as possible within it as it would bring luck to the company.
Certain numbers are considered lucky because when you pronounce them they resemble certain other words. 8 is associated with prosperity. 3 and 6 are good as well. If I recall correctly, associated with life and luck. 4 is bad, associated with death. 2 is OK as well, being associated with easy. 5 is associated with no, so something like 528 is bad because you end up with with no easy prosperity. I kid you not.
If you have a Chinese person in your family, you will find this number theory permeating your life - requesting license plates and telephone numbers with specific combinations of numbers, avoiding buying/renting a house with 4 in the number (and hoping to buy houses with numbers like 36, 38, 68 etc) etc.

You are quite right. In a previous role with a council I had a person in my team who dealt with house numbering, so the tough ones came to me. It was not uncommon to get requests on new housing estates to assign specific numbers (or in some cases existing ones for renumbering).
I remember one occassion where an Asian family was contracted to a newly cut block that was #4, they fought hard to get the number changed, and eventually cancelled the contract when we would not do it. We always stuck to the notion that all numbers were on a street and in order - sort of made it easier for the emergency services when some one was dying or the like
