How does BRP convert guide.cab to guide.bin

Can anyone tell me how BRP converts the guide.cab file into the guide.bin file?

I have a program that used to pass guide data to Media Center in the same way as Quickguide but for Vista I would like to use the IIS interface as in BRP.

I wrote it myself but I lifted the Media Center interface logic from Quickguide.
