CPU bus speed problem when connect to A/C

Hi all.

I am having a problem with VISTA and thought you might be able to help. I have been searching for an answer for days now. Sorry if this is a little off topic. I just didn't know where else to try.

I installed Vista RTM the other day on my notebook (LG LW65). CPU is a Centrino M 2ghz

The system seemed to be very sluggish when it is running on mains power. I ran CPU z and found that when i had my system plugged in to mains the bus speed and Rated FSB speed would fluctuate all over the place. Normal speed should be static at 133mhz and 533mhz but when it is plugged in i would rarely get those figures over 100mhz and 400mhz. Which of course meant a slow clock speed.
When i then disconnect it from main the Bus Speed and FSB would instantly jump back to the correct numbers and not move.
Speed steeping seems to work correctly under battery and mains power. The multiplier is usually 15.0x. Under battery it will drop back to 6x (as per my power settings) and when the CPU is under load it will step up to 15. Under mains power i have the minimum set to 100% and so it stays at 15.
Can anyone please shed some light on what is causing my Bus Speed and FSB speed to drop under mains power but run correctly under battery power.
