Can I setup a TV guide in MCE without an internet connection?

The data has to come from somewhere. If you can download it elsewhere and import it to your HTPC, that is possible.

I can get an EPG on my PVR software and through Teletext. Can I import them to MCE or is there a good old plugin to do the job?

Yes you can do it....

You will need two things;

1. An XML Source - such as jrobbo's files found over at dvbowners.com or even a subscription to icetv (use the xml files) You can download these files at work or from another PC that is connected to the internet, and then transfer the files to the MCE machine.... Guess you wont do this daily - but certainly you will need to get into a regular regime, as all the guide sources have maximum of 7 days available....

2. You need to use the older method of brut force to load these xml files into MCE - search and read about quickguide over at thegreenbutton.com

Voilla - A MCE machine with EPG that is not connected to the internet....
