I know on the PS2 that for the last few years or so the best Soccer game has always been from the Winning Eleven series, which is called Pro Evolution Soccer over here (happy to be corrected if I'm wrong on this, but I was told they were the same game and they certainly looked the same to me).
In my opinion PES just seemed to have the egde in the way it looked - good default camera distance and angle, quite clear to see the action/play etc..
It also seemed to have the balance between being able to keep the ball and the ability to steal it from others (with some other soccer games it was far too easy to hold onto the ball and run the length of the field with it, whereas others you were lucky if you could keep it for any more than a couple of seconds) which I believe is highly important - it certainly put us off playing the game pretty fast if this balance was off (we often play with at least 4 human players and have had up to 7 in some cases!).
Also, scoring isn't too easy or too difficult. With some soccer games pretty much the only way to score is to cross the ball in front of goal, and then once this technique is mastered you can score like this almost every time you go forward. With PES, if you approach correctly and manage to slightly wrong-foot the goalie you can score without crossing the ball (Bartlett!!).
