In relation to this 'bug', I am currently seeing this. I've built an app called keepgeo that will keep an eye on the registry key and change it back to US.
It will also change the registry key to US the first time you use it.
You can get it
here, just drop it into your startup folder.
edit: Oh, and a usual caveat, all care and no responsibility. I've tested this on two systems and it works exactly as expected. But as with anything, there might be unintended consequences, so use at your own discretion.
