This happens in a myriad areas now. Indeed it's part of a government's job to 'force' businesses to run their businesses in certain ways. That's why we have laws covering workplace safety, minimum pay rates, mandated holidays, trading hours, discrimination, corporate governance, etc., etc.

TV stations today run their business according to government dictates as set out in the broadcasting act and the terms of their licenses.
