One way to check and make sure that both tuners are available it is to use DNTV Live! and check that both tuners are listed in the Configuration/Hardware Information. The fact that you keep losing one tuner might indicate that there is a problem somewhere, more often than not this is a USB2 power issue.
Ensure that you are indeed using a USB2 port (check with your MB specs if necessary) and perhaps try a different port, you might also try plugging the device directly into the uSB2 port, to eliminate the possibility that there might be something loose or faulty with the actual USB cable you are using.
