most graphics card vendors have an emergency fix disk where is reflashes the graphics card to a usable state. You simply make the floppy and reboot the pc and boot form it.

its caused by the BIOS being corrupted (this was caused by power outage usually).

Have had this happen with matrox graphics cards, might be worth a try.
