Hmm,

There could be a couple of potential issues.

It sounds like you might be feeding the panel an interlaced signal? What is your graphics output set to (both desktop & VMC - they can be set independently)? For best Australian video results it should be 50Hz (1920x1080@50Hz).

The problem with that is that your notebook's graphics adaptor might not be up to the job of outputting 1080p (especially while playing video), although an 8400GS probably should be up to it. Maybe try setting the graphics memory higher in the BIOS if possible - you can usually set it within a range. It will usually be set to a default of 128MB - 256MB is probably what you need.
