You'll definitely find that stock CPU coolers suck! Or blow... or well, they're loud!

I have a Zalman AlCu7000 and definitely would recommend any Zalman cooling products. No direct experience with the one you're looking at, but it's a Zalman. It's sure to be good. Mine came with a fan controller (FanMate2), which does wonders for an already quiet fan.

In addition to the CPU fan, you could probably switch out all of the intake and exhaust fans and maybe a fan controller for all of those.

The only moving parts in my system are the HDDs, DVD writer, PSU, CPU fan, and two rear fans. The hard drives and DVD writers are silent until read or write, and are pretty quiet then, too. The PSU makes basically no noise. CPU fan and case fans all have fan controllers and are set to the slowest speed.
