Yes it is a yearly price. However, according to the TechNet website:

With TechNet Direct you download the software, but there are other levels of membership where they send you the media.

TechNet Plus - Single User $740.00 inc GST
TechNet Plus - Multi User $1,480.00 inc GST
TechNet Plus - Single User Renewal $592.00 inc GST
TechNet Plus - Multi User Renewal $1,110.00 inc GST

Note the discounts for renewal.

That's about all I know about it. I posted a thread on this site the other day to try and find outs some more about it: M$ TechNet - is it worth subscribing?
